City of Franklin Government

The City of Franklin is governed by the City Manager form of government, with a Mayor and City Commissioners. The Mayor is elected to a four year term, and there are four City Commissioners who are elected for two year terms. This governing board is responsible for deciding on the city's policies and procedures by passing Resolutions and  Municipal Ordinances all of which are implemented by the various City Departments.

Mayor Ronnie Clark
Mayor Ronnie Clark is a retired Executive Officer of Franklin Bank & Trust Company. In addition to his duties as Mayor, he currently enjoys substitute teaching and volunteering as a basketball coach and mentor to our youth. He and his wife Joan have two children and four grandchildren. His professional background includes serving as Capt. In the U.S. Army Reserves 1957 1969; Teacher, Coach and Principal at Auburn High School 1957 1962; Principal at F-S High School 1962 1966; Sales representative and division manager at Holt, Rienhart & Winston 1966 – 1978; Director of Franklin Bank & Trust 1973 – 2010; and Executive Officer of Franklin Bank & Trust 1979 – 2010. Mayor Clark works closely with the Industrial Board, Chamber of Commerce, Simpson County Fiscal Court and other agencies of our community to provide and maintain outstanding services to our citizens.
Mason Barnes
City Commissioner
Commissioner Mason Barnes is the owner of Mason Barnes Construction, LLC. He and his wife Jessicae have one daughter and one son. He is a 1984 graduate of Franklin-Simpson High School and has operated his own construction business for the past eleven years, focusing on residential construction and land development.
Larry Dixon
City Commissioner
Commissioner Larry Dixon is the former manager and owner of Sullivan’s Department Store for 41 years. He is currently employed as a Sales Pace Setter/Suit Specialist with Dillard’s Department Store. He and his wife Donna have two children. He is a long time member of the Franklin First Baptist Church where he has served as Deacon for 22 years, has served on numerous local boards and was selected as Home Town Hero in 1990.
Jamie Powell
City Commissioner
Commissioner Jamie Powell is a retired Police Chief from the Franklin Police Department, and is currently serving his second term as City Commissioner. He and his wife Patty have three children and five grandchildren. His community involvement includes being a member of the Calvary Baptist Church, F-S Parks Board member, Lifetime Member of the Kentucky Association of Chiefs of Police and a member of the Simpson County Historical Society.
Wendell Stewart
City Commissioner
Commissioner Wendell Stewart began his most recent term on the Franklin City Commission January 1, 2013. He previously has served five terms as City Commissioner. He is a 1982 graduate of Franklin-Simpson High School and a 1983 graduate of Mid-State Barber and Styling College in Nashville, TN. He is the owner and operator of Stewart's Barber Shop. Commissioner Stewart has served on the Franklin Electric Plant Board, Boys & Girls Club, F-S Parks Board, and the Urban Renewal Board.
