Clifton Beecher
Clifton Beecher is the Distribution/Collections Superintendent and is a
Class IIID licensed operator and has a Cross-connection license with
the Bluegrass Cross-connection Prevention Association. Mr. Beecher is
also a Roads Master through the University of Kentucky Transportation
Center and is a designated Utility Management Professional by the
Kentucky Rural Water Association and Western Kentucky University.
Clifton has over 15 years experience with the City of Franklin and 4
years of past experience with the City of Jeffersontown, KY.
Jason Simmons
Jason Simmons is the Field Supervisor for the Water Distribution
department and is a Class IIID licensed operator and has a
Cross-connection license with the Bluegrass Cross-connection Prevention
Association. Mr. Simmons is also a Roads Master through the University
of Kentucky Transportation Center and is a designated Utility
Management Professional by the Kentucky Rural Water Association and
Western Kentucky University. Jason has approximately 5 years of service
with the City and has an additional 8 years experience in the water
industry.
Paul Robey, Terry Bailey
Paul Robey is the Service Maintenance Technician for the Hydrant Crew
and has 8 years experience in water distribution operation and
maintenance. Mr. Robey is a Roads Scholar through the University of
Kentucky Transportation Center.
Terry Bailey has over 10 years experience with the City of Franklin and
is a Road Scholar through the Kentucky Transportation Center and is the
departments Equipment Operator.
Jason May, Chad Moody
Jason and Chad have over one year experience in Water Distribution and
have a Class ID license. Jason May is also a Road Scholar with the
Kentucky Transportation Center. Chad and Jason are Service Technicians
in the department.
William (Bill) Belcher
William Belcher has a Class IIID license and has 15 years experience
with the City of Franklin. Mr. Belcher is the city's meter maintenance
technician and meter reader.
The State of Kentucky EPA and the Federal EPA require a certified
operator to receive continuing education hours every year to maintain
operator certification.
The Water Distribution Department crew is available 24 hours a day,
seven days a week, 365 days per year, in all types of weather and
conditions.
