Real and Personal Property Taxes 

09-30-2009 posting: The 2009 Tax Rates have been set by the City Commissioner as 11.8 cents per $100 assessed valuation for Real Estate and 18.8 cents per $100 assessed valuation for Tangible/Personal Property.  The bills are being printed and mailing to property owners is expected no later than October 12.  Taxes may be paid at face amount through November 16, 2009 with a 10% penalty being incurred after that date.

Franklin City property tax bills are mailed and due one time per year, usually in October.  Assessments are prepared by the Simpson County Property Valuation Administrator (270-586-4261) and per Kentucky Revised Statutes (KRS) the owner for a particular tax year is determined by owner of record as of January 1 of the tax year per the records in the county clerk deed office (270-586-.  If property is sold and recorded on January 10, the owner of record will be the seller who will be ultimately responsible for payment.

Subsequent to the Kentucky Revenue Cabinet certification of the assessments (usually in August) the Franklin City Commission determines the various rates for each that tax year.  The issue, penalty and delinquent dates vary each year.  The face amount of the tax is due immediately upon issue of bill, with penalty being added approximately thirty days after the bills are mailed.  We DO accept postmark when assessing penalties.  Our office does NOT furnish original tax bills to anyone other than to the addressee as furnished to us by the PVA (270-586-4261).  Escrow holders may wish to request the property owner forward their bill directly to them.  Escrow holders are welcome to send their representatives to our office to research the tax books for any information needed.  Please contact us to arrange appointments. At this time, our office can only access properties by the name of the owner of record.  The City Finance & Accounting offices are currently in the process of installing new software that will give us the capability of searching by other means.  At this time automated request are not available.  

Duplicate tax bills may be requested as an open record; the current commercial charge is $1.00 per image and research costs may apply; homeowners can request additional copies at 10 cents per image.  Please contact our office for the appropriate forms.  Our office staff will be glad to assist, as office work allows, with payoff information as follows:  information requests for five or fewer bills may be handled over the phone.  Information requests for six or more bills; please fax the information to us and we will respond as soon as possible.  Large requests will be filled as soon as staff hours allow.  Our policy is to receipt all payments on open bills, and a refund check will be returned to the payer for any unapplied balances over $5.00.  Duplicate payments will be returned to the payer, which may or may not be the taxpayer, and not applied to any other account than those indicated.  Payments for multiple accounts must be limited to no more than five accounts per check and should include our tax bill number, amount being paid, owner of record, description of property if available, and if a receipt is desired include a stamped, self-addressed envelope.  Include a current contact telephone number and return address to be used in the event of overpayment or unidentified payment.  Our office will accept substitute bills with appropriate information at no extra fee.
