Business License Application Instructions
1. PERSONS REQUIRED TO FILE APPLICATION:
Each person engaged in any occupation, trade, or profession or other business activity conducted for gain of profit in the City shall first make application in writing to the License Administrator through the License Division, on forms provided by the City, before the applicant shall be authorized to do business.
This application and the fees described apply to entities conducting business in the City that meet the definition of a local business in Section 110 of the Franklin Municipal Code of Ordinances.
2. PAYMENT OF MINIMUS OCCUPATIONAL LICENSE FEE:
A minimum Occupational License Fee for Full Time Businesses of $100.00 or Part Time Businesses of $50.00 shall be made, at the time of application, payable to the City Of Franklin. A business changing names shall notify the License Fee Division of the name change, but shall not be required to pay a new Minimum Occupation License Fee. However, any change in entity or ownership shall require the completion of a new application and license fee.

3. AFFIDAVIT:
Every application must be executed by the same person having personal knowledge of the business and information required.
4. APPLICATION:
A license fee at the rate of 1% applies to residents and non-residents of the city for all salaries, wages, commissions and other compensation earned for work done or services performed or rendered in the city.
Every Business shall, on or before April 15 of each year, file a return report gross receipts with the License Fee Division.
5. PENALTIES:
- Interest at a rate of 12% per annum of the unpaid balance and a penalty of 2% per month of the unpaid balance will be assessed if fees are not paid when they become due.
- Any person or persons who shall attempt to do anything whatsoever to avoid the payment of the whole or part of the license fee, shall become liable to the City plus interest and penalty, and shall in addition be subject to any criminal fines and/or civil penalties as set forth by City Ordinance and the appropriate courts.
